Solar panel grants in Wales: what is actually available in 2026

There is no general grant that pays for solar panels on a Welsh home. What exists is narrower: the Welsh Government’s Nest scheme for lower-income households, the supplier-funded ECO4 scheme until the end of 2026, 0% VAT on the installation until March 2027, and export payments once the panels are on. This guide sets out who each one is for, what they pay for, and what still brings the cost down if you don’t qualify for any of them.

The short answer

Four things that help, and one that doesn’t apply in Wales.

Most of the “free solar panels in Wales” adverts lead to a form, not a grant. The support that exists in 2026 comes down to four things. Nest is the Welsh Government’s Warm Homes scheme: free energy-efficiency improvements, which can include solar panels, for households on a low income or certain benefits, in a home with a poor energy rating. ECO4 is the energy suppliers’ obligation across Great Britain, again for lower-income households, and it runs until 31 December 2026. 0% VAT applies to the supply and installation of solar panels and batteries in any home until 31 March 2027, whoever you are. And the Smart Export Guarantee pays you for the electricity you export once an MCS certified system is running.

The one people ask about most, the Warm Homes: Local Grant, is for England only. If a website is offering it to a Welsh postcode, it is collecting your details to sell on. Who each one is for.

Eligibility is set by the scheme, not by us. Check the official line before you count on anything.

Nest (Warm Homes Wales)

For people who own or privately rent a home in Wales with a low energy rating, and who are on a means-tested benefit or a low income. Nest surveys the home and decides the package, which can include solar panels alongside insulation and heating. Call 0808 808 2244, Monday to Friday, 9am to 6pm.

ECO4

The Energy Company Obligation, funded by the big suppliers and run by Ofgem. Aimed at low-income and vulnerable households in inefficient homes, with the emphasis on insulation and heating; solar is sometimes included as part of a package. Extended to 31 December 2026, after which it closes.

0% VAT

Since 2022 the supply and installation of solar panels has been zero-rated for VAT in Great Britain, and since February 2024 so has battery storage, including a battery added to an existing system. That runs until 31 March 2027, when the rate is due to return to 5%. There is nothing to apply for; it is simply not on the invoice.

Smart Export Guarantee

Not a grant, but money back. Licensed suppliers must offer a tariff for the electricity your MCS certified system exports. Rates vary a lot between suppliers, and you don’t have to export to the supplier you buy from, so it is worth shopping around.

Boiler Upgrade Scheme

A government grant towards an air source heat pump, open to homes in England and Wales. It doesn’t pay for solar, but if you are replacing a boiler and adding panels at the same time, it changes the sums. Applied for by the installer.

Council and local schemes

Some Welsh councils run their own energy-efficiency schemes or refer into Nest. Your council’s housing or energy team, or the Nest advice line, will know what is open in your area this year.

Who qualifies for Nest, and what to expect.

Nest is for homes that are owned or privately rented, not council or housing association properties. The home needs a poor Energy Performance Certificate: normally an E rating or worse, or a D rating if someone in the household has a qualifying health condition such as a respiratory or circulatory illness. On top of that, the household needs to be on a means-tested benefit — Universal Credit, Pension Credit, an income-related Council Tax Reduction, or tax credits below an income limit — or below Nest’s own low-income thresholds, which are set by household type and updated from time to time.

If you qualify, a Nest assessor visits and works out the package that will make the biggest difference to the home. That is usually insulation and heating first, and solar panels where the roof suits them. You don’t choose the measures and you don’t choose the installer, and it can take some months from the first call to the work being done. The advice line is 0808 808 2244, or you can request a callback on the Welsh Government website. The call is free and the advice is free whether or not you qualify for the improvements.

What still brings the cost down.

Most Welsh homeowners fall outside Nest and ECO4. This is what applies to everyone.

Buy without VAT

Solar panels and their fitting are zero-rated for VAT, so no VAT is added to the price. A battery added later is also zero-rated until March 2027. We give every home a clear written quote, and you can see what a solar battery costs.

Get paid for what you export

A Smart Export Guarantee tariff pays for every unit you send to the grid. Some suppliers pay several times the minimum, particularly if you take your import supply from them too. Your MCS certificate is what unlocks it, which is one reason to use an MCS certified installer.

Repair before you replace

If you already have panels that have stopped working, or a system fitted in the feed-in tariff years that has gone quiet, a repair is usually a fraction of the cost of a new system. We repair and service systems fitted by any installer. See solar panel repair.

Can I get free solar panels in Wales?

Only through Nest or ECO4, and only if you meet their income, benefit and energy-rating rules. Nest is the Welsh Government scheme and its advice line is 0808 808 2244. Anything else advertised as free solar for Welsh homes is usually a lead-generation form, not a grant. See solar panel installations for what a normal install involves.

Is the Warm Homes: Local Grant available in Wales?

No. The Warm Homes: Local Grant is run by councils in England only. The Welsh scheme with the same purpose is Nest, part of the Welsh Government’s Warm Homes Programme, which can fund insulation, heating and solar panels for eligible households.

Does ECO4 pay for solar panels in Wales?

It can, as part of a package for an eligible low-income household in an inefficient home, but insulation and heating come first and solar is not a given. ECO4 covers Great Britain and has been extended to 31 December 2026. An ECO4 installer or your energy supplier can check your eligibility.

Is there VAT on solar panels in Wales?

Not at the moment. The supply and installation of solar panels, and of battery storage, is zero-rated for VAT across Great Britain until 31 March 2027. After that the rate is due to return to 5%. It applies to any home, with no income test, and it is already built into a written quote.

Is solar worth it in Wales without a grant?

For many homes, yes. Panels generate from daylight rather than heat, and the south coast of Wales gets a fair share of Britain’s sunshine. What matters more is the roof: its direction, pitch and shading. A battery lets you use more of what you generate.
