Solar in Devon
A Devon-wide grant has put solar and heat pumps on 176 homes.
In February 2026 Mid Devon District Council reported the results of the Home Upgrade Grant Phase 2 (HUG2) programme, which between April 2023 and March 2025 improved 176 off gas, low income households across Devon. It was delivered by Devon County Council with the district councils, Exeter City Council and Torbay Council, and funded by the Department for Energy Security and Net Zero. More than £4.24 million was invested, paying for 59 air source heat pumps, 417 kWp of solar PV, insulation, double glazing and other upgrades; in Mid Devon alone, 26 homes were upgraded, with 80 kWp of solar PV. Councillor Jane Lock, Cabinet Member for Housing, Assets and Property Services, said: “These upgrades don’t just improve comfort they cut carbon, reduce bills and help people live more securely.”
Plenty of Devon homes are off the gas grid, from cob cottages in the Culm valley to farmhouses on the edge of Dartmoor, so solar on the roof and a heat pump for the heating is a route many owners are weighing up. Devon’s roofs are as varied as its coastline. In mid and east Devon there are cob and thatch cottages around Crediton, Tiverton and the Culm valley, where panels rarely go on the house itself; on Dartmoor and around Tavistock and Okehampton, granite farmhouses under slate take the full force of moorland wind and rain. Torquay and Paignton climb steep hillsides with Victorian villas and terraces, so access and scaffolding need planning, and Exmouth, Sidmouth and Teignmouth have Regency and Victorian seafronts. In the north, Barnstaple, Bideford and Ilfracombe face Atlantic weather, and all round the coast salt air is hard on frames, clamps and connectors. On a farm, a barn often suits panels better than the house.

Will you repair a system in Devon that another company installed?

Can I have solar panels on a thatched or cob cottage, or inside Dartmoor or Exmoor?
Often, yes, though not on the thatch itself. A listed cottage needs listed building consent, and inside Dartmoor or Exmoor National Park, one of Devon’s national landscapes or a conservation area, panels on a roof slope that faces the road can need planning permission. We check before the survey and tell you where you stand. Where the house roof won’t work, a barn, an outbuilding or a ground-mounted array often will. See solar panel installations.
