Solar in Swindon
Swindon is fitting solar panels to council homes as it upgrades them.
In March 2026 Swindon Borough Council reported progress on a £48m programme to help council tenants cut their energy bills. A £7.5m roofing contract has put new roofs and insulation on 240 homes so far, 30 of them with solar panels, and a £6m scheme in Park South, part funded by £1.4m from the Government’s Social Housing Decarbonisation Fund, has given 114 homes solar panels, new windows and doors and external wall insulation. A further £882,000 of Government funding will upgrade 104 homes in Stratton and Highworth, and a pilot retrofit is being commissioned in the Railway Village. Councillor Janine Howarth, Cabinet Member for Housing, said: “Where feasible, we are installing solar panels on some properties so tenants benefit from renewable energy and reduced exposure to fluctuating energy prices.”
What the council is now doing for its tenants, plenty of Swindon homeowners did a decade or more ago: private roofs from Rodbourne to West Swindon went solar in the feed-in tariff years. Those arrays are now old enough for inverters to start failing, often without anyone noticing. The Railway Village is stone-built Victorian cottages inside a conservation area; Rodbourne and Gorse Hill are brick terraces with chimneys, valleys and narrow slopes to work around; Penhill, Walcot and the Parks are post-war estates with simple pitched roofs that usually take panels well; West Swindon’s 1970s and 1980s estates change orientation street by street; and the northern estates from Abbey Meads to Tadpole are newer homes, some built with panels already on the roof. In Old Town, Highworth and Wroughton, conservation areas mean checking before anything goes up, and villages on the edge of the Marlborough Downs take the wind.

Can I have solar panels on a house in the Railway Village or Old Town?
Often, yes, but it depends on the roof and whether the building is listed. The Railway Village and Old Town are conservation areas, where panels on a roof slope that faces the street can need planning permission, and a listed building needs listed building consent.
